103 Visa Overview

The subclass 103 Parent Visa allows the parent or parents of a child/step-child who is a settled Australian citizen, settled permanent resident, or settled eligible New Zealand citizen to migrate to Australia permanently to join their children.

If at least half of your children and stepchildren are eligible children, or there are more eligible children living in Australia than in any other single country, you might be eligible to apply for an Australia parent visa (subclass 103).

With this parent visa, you can move to or stay in Australia as a permanent resident, sponsor eligible family members to come to Australia, and apply for Australian citizenship, if eligible.

Stay Duration: Permanently

Visa Cost: AU$6,415. There is also an additional charge for each family member who applies with you. You pay for this visa fee in 2 instalments; first when you apply for the visa and second when DOHA asks you to.

Visa Conditions

As the visa applicant, you must,

  • be outside Australia when we decide on your application
  • have an eligible child who is a settled Australian citizen, Australian permanent resident or eligible New Zealand citizen
  • meet all applicable visa conditions and follow Australian law
  • not have a Sponsored Parent (Temporary) (Subclass 870) visa when applying for this visa.

Visa Eligibility

  • You can be in or outside Australia, but not in immigration clearance, when you apply for the visa. You must be outside Australia when we decide on your application.
  • If you apply in Australia, any family members who apply with you must also be in Australia, but not in immigration clearance, when you apply. If you apply outside Australia, any family members who apply for the visa with you must also be outside Australia when you apply.
  • If you are applying as a retiree, you must be in Australia, but not in immigration clearance, when you apply. You can be in or outside Australia when we decide on your application. You must be sponsored by an eligible sponsor (usually your eligible child).
  • You must meet the balance of family test. You meet the balance of family test if:
    • at least half of your children and step-children are eligible children, or
    • there are more eligible children living in Australia than in any other single country
  • You must be able to obtain an assurance of support. An assurance of support assures us that you will not have to rely on government assistance after you enter Australia on this visa. The assurance is for you and any family members who come to Australia with you on this visa.
  • You can also apply Parent Visa (Subclass 103) as a retiree. If you apply for this visa as a retiree, you don’t need a sponsor, do not need to meet the balance of family test, and do not need an assurance of support. However, you must maintain the adequate health insurance until you are granted a Parent visa.
  • Meet all the health and character requirements
  • Must not have any debt to pay to the Australian government.
  • With under 18 applicants, it must be in the best interest of them.

Note: If you have had a visa cancelled or previous application refused, you may not be granted a visa.

Notes for Sponsors

  • You must be a settled Australian citizen, Australian permanent resident or eligible New Zealand citizen
  • There is no cost to apply to sponsor a visa applicant, but you must agree to financially support the main visa applicant and their dependants for their first two years in Australia.
  • Your sponsorship covers the main visa applicant and any family members who apply for the visa with them.
  • You might be asked to provide an assurance of support for the visa applicant. An assurance of support is a legal commitment to repay the Australian Government any welfare payments made to a visa holder or their family members who come to Australia with them.
  • You can apply to be a sponsor using Form 40 Sponsorship for migration to Australia (381KB PDF)
  • Waiting period for this visa can be long extending up to 30 years before this visa is approved.

General Notes

  • You can apply for a Parent visa (subclass 103) as a retiree if:
    • on 8 May 2018, you held or had previously held an Investor Retirement (subclass 405) visa or Retirement (subclass 410), and
    • you have not held any other substantive visa between 8 May 2018 and the date you applied for the Parent visa
  • If your children are in Australia on a temporary visa (such as a student visa), they are counted as usually living outside Australia.
  • Other parent visas might be processed more quickly:
    • the Contributory Parent visa (subclass 143) is a permanent visa. Contributory Parent visas are processed faster, but they cost more
    • the Contributory Parent (Temporary) visa (subclass 173), then a permanent Contributory Parent visa (subclass 143). This 2-step visa process is faster but costs more than the subclass 103 visa. It also costs more than applying directly for the Contributory Parent visa (subclass 143), but the cost is spread across the two visas over a longer period

The processing time for this parent visa can take up at least 29 years or more, depending on your unique circumstances. Make sure to fill in your application correctly and accurately and attach all the required supporting documents to avoid unnecessary delays.
