Victoria 491 invitation round

The 491 visa invitation round has a total allocation of only 600 nomination places for the year 2023–2024.
190 Visa Victoria Nomination Requirements
At a minimum, you must meet the following general eligibility criteria:
- Have your Registration of Interest (ROI) selected
- Commit to living in Victoria
- Be under 45 years old
- Have at least Competent English
- Achieve a positive skills assessment in an occupation on the list of eligible skilled occupations
- Achieve 65 points or higher in the skilled migration points test for your SkillSelect EOI
- Meet the Government of Victoria’s specific 190 visa nomination requirements below
Onshore Applications: Living and Working in Victoria
If you’re living in Victoria and declaring annual earnings:
- Make sure your claimed earnings come from skilled employment in Victoria, which includes roles classified at skill levels 1, 2, or 3 in the relevant ANZSCO classification.
- Provide documentation to support all your earnings claims in your application, such as:
- four weeks of pay slips
- a statement from your superannuation account reflecting the latest contribution from your employer
- job description outlining your role.
- If you’re an independent contractor, provide tax invoices, any relevant contracts or service agreements, your latest notice of assessment, and your most recent tax return.
- Submit additional employment documents whenever requested by assessing authorities
Note: Onshore applicants living outside of Victoria are not eligible to apply for this pathway.
Overseas Applications
If applying outside Australia, you must:
- Ensure that your nominated occupation in your skills assessment matches your Expression of Interest (EOI) with the Department of Home Affairs.
- Ensure your skills assessment remains valid for at least 12 weeks after submitting your nomination application
- Achieve at least Competent English, ensuring this English test remains valid for at least 12 weeks
- Be under 45 years old
- Achieve at least 65 points in the Australian Government’s skills points test
491 Visa Victoria Nomination Requirements
At a minimum, you must meet the following general eligibility criteria:
- Have your Registration of Interest (ROI) selected
- Commit to living in regional Victoria
- Be under 45 years old
- Have at least Competent English
- Achieve a positive skills assessment in an occupation on the list of eligible skilled occupations
- Achieved at least 65 points on the Australian Government’s skills points test
- Meet the Government of Victoria’s specific 491 visa nomination requirements below
Onshore applications
To be eligible, you must:
- Currently live and work in Regional Victoria
Postcodes include 3211–3232, 3235, 3240, 3328, 3330–3333, 3340 and 3342
- Have a valid and positive skills assessment
- Preferably skilled in these industries: healthcare, social services and education
- Be working in skilled employment (i.e. roles that are equivalent to ANZSCO Skill level 1, 2 or 3 classifications)
- Provide documentation to support all your earnings claims in your application, such as:
- current employment contract
- four weeks of your recent pay slips
- a statement from your superannuation account reflecting the latest contribution from your employer
- job description outlining your role
- Provide documentation to support all your earnings claims in your application, such as:
- If you’re an independent contractor, provide tax invoices, any relevant contracts or service agreements, your latest notice of assessment and your most recent tax return.
- Submit additional employment documents whenever requested by assessing authorities
- Be employed by a business physically located in Victoria
Offshore applications
To be eligible, you must:
- Commit to living in Regional Victoria
- Have a valid and positive skills assessment
- Preferably skilled in these industries: healthcare, social services and education
Victoria’s Skilled Occupation List
For the migration year 2023–2024, the victoria skilled occupation list follows the Department of Home Affairs’ Skilled Occupation List. This is to address the urgent skills shortage in several industries in Victoria.
Submit an ROI for Victoria Nomination
After you’ve submitted an Expression of Interest (EOI) via SkillSelect, you must submit a Registration of Interest (ROI) through Victoria’s Live in Melbourne website.
The selection of ROIs will focus on age, English language skills, work experience in your nominated occupation, education and occupation skill level, partner’s skill (if applicable), and salary (only for onshore applicants).
Important
For 491 visa nomination applicants for 2022–2023, you must submit a new ROI for the Victoria 2023–2024 programme year.
On the other hand, previous 190 visa applicants do not need to submit a new ROI unless your circumstances (e.g. employment, etc.) change.
